NASA | The Larger Umbrella
What most people don’t realize is that NASA is a large government organization that that is umbrella for several other companies. They are all lobbying with Congress to get funding for their projects and needs.
So when a request for proposal comes out it comes from one of the groups that make up NASA. It is through those companies that we get our funding.
